Bret is a nationally recognized expert in healthcare compliance. He is the author of the Compliance Officer’s Handbook, published in 2006, and has presented at 40+ regional and national industry conferences/meetings on numerous compliance topics. He has over 25 years of diversified health care management, operations and compliance experience. He has presented compliance-focused education sessions to numerous audiences in the last 10 years.




During Bret’s nine year tenure as the Chief Compliance and Privacy Officer at Deborah Heart and Lung Center, he was responsible for the development and ongoing management of the Corporate Compliance Program at a specialty hospital with 90 + employed physicians. He was responsible for overseeing the institution’s successful adherence to the defined requirements of a three-year (1999–2001) Corporate Integrity Agreement with the Department of Health and Human Services/Office of Inspector General, which resulted from the nation’s first voluntary disclosure settlement in October, 1998. The Deborah Heart and Lung Center’s Compliance Program was recognized by The Health Care Compliance Association (HCCA) as a “Best Practice” in 1999. This award recognized their progressive compliance initiatives as one of the most progressive compliance programs in the country. He led the hospitals’ initiative on OIG Advisory Opinion No. 01-07 which analyzed Deborah’s “Insurance Only Billing Policy.” Bret also had specialized operational oversight responsibilities including being the Chairman of the hospital’s Attrition Panel where he led an initiative that achieved a $3.7 Million reduction in salary and benefit expense in 2006.




As Senior Director of Medical and Scientific Affairs Operations of Covance, Inc. Bret was responsible for the administrative and regulatory compliance activities for that functional area of a $1.7 Billion international public company. He was responsible for the non-clinical functions of an expanding the Global Clinical Practice with physicians and support staff located in the United States, United Kingdom, Belgium, Poland, Australia, Singapore, Germany, and Sweden.




Bret was the Administrative Director of Medicine at Lehigh Valley Hospital for nine years where he had administrative responsibility for Physician Group Practices, Residency Programs, Cardiovascular Services, Geriatrics Program, and numerous Ambulatory Programs. He was also responsible for numerous successful program redesign initiatives. Bret was the Vice President, Compliance and Physician Services for Cabot Marsh/QuadraMed.




Bret earned his Master of Business Administration from Wilkes College in Wilkes-Barre, Pennsylvania, with majors in Marketing and Healthcare Administration. He earned his Bachelor of Science in Business Administration from Shippensburg University in Shippensburg, Pennsylvania. He is a Fellow of the American College of Healthcare Executives, the American College of Medical Practice Executives (Certified), the Health Care Compliance Association, and the Ethics Officer Association, He is a Past President (2001-2003) for Region 2 (New York, New Jersey, Puerto Rico and US Virgin Islands) of the Health Care Compliance Association; and was Chairman of the Mid-Atlantic HealthCare Compliance Conferences in 2002 and 2003.
